I think you have to put this file in \Scripts\DCS-BIOS\lib

you need also to edit AircraftList.lua (in \lib too) and add
CODE
a("F-5E", true)

or
CODE
a("F-5E-3", true)


at the end
I do not know which of the two lines will work
